In 80% of cases, applicants receive a negative decision (decyzja)—a refusal by the Voivode to issue a residence card—because they are unaware that additional documents must be submitted within specific deadlines or do not know where or how to submit them correctly.

Government offices generally do not send separate letters requesting missing documents during the application process, except for the formal request (wezwanie) handed to you when you provide your fingerprints at the office. They may also choose not to publish further requests. The responsibility for submitting all required documents to obtain a positive decision rests with the applicant.
